
In partnership with Climate Alliance (European level), Oeko-Institut (Germany), DOOR (Croatia), Reflex (Hungary), RES Foundation started “Towards a Just and Climate Neutral Mobility” project, which will end in February 2028 and will cover four countries.
The European Union prioritises the principle of “leaving no one behind” in the green transition. Transport poverty refers to the inability to afford or access transport needed for essential services such as work, education, healthcare, and social participation. Despite its growing importance at EU level, transport poverty remains largely absent from national and local policy documents in Croatia, Hungary, Serbia, and Germany. This gap persists even though transport poverty is closely linked to social equity, climate action and sustainable and low-emission mobility. The lack of shared definitions, data, and institutional capacity makes it difficult for policymakers and local authorities to design effective and inclusive mobility solutions.
The project Towards a Just and Climate Neutral Mobility deepens the understanding of transport poverty and catalyses systemic change by equipping policymakers with data-driven insights and innovative solutions. Through direct engagement with at least 8 public institutions, it strengthens research on indicators and policy frameworks, enabling the implementation of two pilot measures per country. The enhanced capacity of stakeholders will lead to long-term policy reforms, fostering inclusive, climate-neutral mobility solutions.
Understanding of transport poverty, its consequences, and effective measures to address it has significantly improved in the implementing countries. Policymakers and local actors use this knowledge to design and implement inclusive, climate-neutral mobility solutions.
The project empowers public institutions, innovators, and communities to address transport poverty through data-driven insights, storytelling of lived experiences, co- created solutions, and practical pilots. We show how fair and climate-neutral mobility transitions can improve daily lives, reduce costs, and benefit the most vulnerable.
Main objectives:
– Establish a solid evidence-base on transport poverty
– Strengthen institutional capacity and knowledge
– Engage national and local stakeholders and empower vulnerable groups
– Identify and promote good practices and solutions
– Stimulate local innovation through Climathons
– Support implementation of Social Climate Plans
– Promote EU-wide learning and policy uptake.
Key activities include:
– Developing national definitions and indicators for transport poverty
– Conducting surveys and diagnosis reports to build an evidence base
– Strengthening public institutions through capacity-building and co-creation workshops
– Implementing pilot projects to test practical solutions
– Organising Climathon events to stimulate innovative, low-emission mobility ideas.
This project is part of the European Climate Initiative (EUKI). EUKI is a project financing instrument by the German Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN). The EUKI call for project ideas is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. It is the overarching goal of the EUKI to foster climate cooperation within the European Union (EU) in order to mitigate greenhouse gas emissions.
