In the period from 2021 to 2024, taxpayers of the Republic of Serbia, through two different ministries, awarded 643 times through 9 different competitions to cities and municipalities subsidies for improving energy efficiency in households or for reducing air pollution originating from households. These funds were passed on to citizens by cities and municipalities, combined with other taxpayer money from local budgets. Over 3.8 billion dinars from the budget of the Republic of Serbia were awarded through these mechanisms to households throughout Serbia.
Among the 643 allocations, the most funds per capita went to the citizens of Kosjerić, who received 38,400,000 dinars by the decision of the Ministry of the Environment on March 10, 2021 for the implementation of the project of changing the existing energy source in individual combustion plants and switching to gas. The citizens probably went to the local elections, which took place on March 28 of that year, satisfied and grateful. These are good public policies. We do not know how effective public policies are until the implementation is completed and until we establish the results using some evaluation method. Perhaps for the purpose of evaluating this public policy, many people flew around the field, including prominent workers in the field of heating from other parts of Serbia?
