Aleksandar is co-founder and programme director of RES Foundation and senior energy, climate and air quality policy analyst with extensive experience in policy analysis, policy design, project and programme management in the Western Balkans.
Prior to this, Aleksandar led the energy and environment programme of the United Nations Development Programme (UNDP) in Serbia. Aleksandar obtained his Bachelor’s degree in electrical engineering with postgraduate education in law and economy, both at the University of Belgrade, Serbia.

JASMINKA YOUNG

Jasminka Young is co-founder and a program director of RES Foundation. Her engagement is focused on the multidimensional areas of energy transition including governance, planning, innovation, socio-economic and gender aspects. She has been working in the development and sustainability transitions filed for nearly 20 years. Earlier in her career she worked with the Government of Serbia, the OEBS and the UNDP where she was covering the regional cooperation and the EU integration process. More recently, she served as a Head of the UN Resident Coordinator’s Office. During this time, she led the preparation of the UN Sustainable Development Goals Cooperation Framework signed between the UN and the Government of Serbia that integrates all sustainable development goals throughout different policy sectors. She holds a BSc (hons) from Faculty of Geography, University of Belgrade, and two MSc degrees: in European Politics and Policies from KU Leuven and in Management and Business from the Faculty of Economics, Finance and Administration. Finally, she was engaged as a doctoral researcher at the Public Governance Institute, KU Leuven. She published research in highly ranked journals such as the Journal of Cleaner Production, Environmental Innovations and Societal Transitions, Energy Research and Social Science. She is the author of the book The application of the EU environmental standards in Serbian economy.

Marina Macura is a dedicated Project Assistant with over nine years of experience at RES Foundation, providing administrative and financial support for international projects in the fields of energy efficiency and sustainable development. Skilled in project coordination, event organization, and financial reporting for major donors such as the Rockefeller Brothers Fund, Heinrich Böll Foundation, UNEP, and SIDA. Known for strong organizational skills, attention to detail, and effective collaboration within dynamic teams.

Senior Researcher and Project Coordinator
Filip Blagojević is an experienced researcher specializing in energy efficiency, energy policy, and sustainability. Over six years of experience in research, analysis, and project implementation across public policy, technical, and financial aspects of energy efficiency.
He is an expert in developing local government energy balances and greenhouse gas (GHG) emission assessments. Skilled in modeling energy poverty and conducting energy and financial analyses, with emphasis on vulnerable groups.
Proficient in data analysis, data visualization, and data management. Strong organizational, research, and communication skills.
Holds a master’s degree from the Faculty of Mining and Geology (thesis on sustainability of energy policies) and is pursuing an additional master’s in Thermal Science Engineering at the Faculty of Mechanical Engineering, University of Belgrade. Currently enrolled in doctoral studies at the Faculty of Mining and Geology, focusing on energy and energy efficiency policies.

Youth Associate
Zvezdana Božović is a master’s student at the Sustainable Resource Management program at the Technical University of Munich. Her interests include climate diplomacy, international negotiations and sustainable development policies. As part of cooperation with RES Foundation, she participates in process analyzes within the UNFCCC, with a special focus on climate finance, damages and losses, just transition and the role of young people in global climate governance. She has been active in international climate processes since 2021. She represented the RES Foundation at COP28 and the 60th Meeting of the Subsidiary Bodies of the UNFCCC (SB60).

Jovana Miletić is a master’s student majoring in Oil and Gas Engineering at the Faculty of Mining and Geology at the University of Belgrade. Her interests include energy transition, efficient use of resources and sustainable technologies in the field of energy and fuels. As part of cooperation with the RES Foundation, she participates in research dealing with the analysis of energy policies and energy efficiency measures in the Western Balkans region.

ZORICA POPOVIĆ
IT and Communications Manager
Zorica Popović is in charge of communications, digital media, programming and web design. She has many years of experience in content management and website development within organizations dealing with public policies, sustainable development and energy. Combining philological education with knowledge from the IT sector allows her to connect creativity and technology in her work. As a photojournalist, she is an active member of the Independent Journalists Association of Serbia (NUNS) and the International Federation of Journalists (IFJ).
